I had the same issue with my 2004 Vulcan. Rough idle and P03xx codes. I changed the coil pack, wires, plugs, ran a couple tanks with Seafoam, and spray cleaned the intake system with no success. I stumbled across a TSB which said this could be caused by exhaust valve not seated properly due to erosion. The local shop ran a compression check and sure enough that was the problem. I went ahead had the heads replaced on both banks. $2k later... problem solved. That happened at ~125k miles. I’m at 190k now and it still runs like new.
